This is actually an erroneous error that has appeared in 1 in 1000 installations and is likely related to local machine settings. It has no actual logic with the installer. The installer uses the local user account only, installs to the local user account, and does not need elevated privileges by design, so we avoid this message and issue.
The solution is simply to right-click the download and "Run as Administrator".
